Initial commit: CMP 170HX per-card check tooling

Add check_cards.py CLI and cxlib.py host helpers for preparing, unlocking, and PCIe-checking NVIDIA CMP 170HX cards, plus operator README, agent docs, and bundled nvflash tooling.
